Where did the project come from? In 2016, the subject of electronic mail came to the fore. The politically displayed will is to simplify the state. The directorates of the central administrations ask their agents to follow suit. A project has been launched with a sub-directorate of the General Directorate of Planning, Housing and Nature (DGALN): to replace the paper initials by an electronic initials. ISLEAN intervened quickly to understand the business processes and to manage the project.

The Maarch Courrier electronic signature solution was chosen because it was already used by other public administrations. What was the main objective? This is one of the crucial points. The initial mandate is broad: the complete dematerialization of incoming and outgoing mail . It was therefore necessary to define a more precise scope: the digital process of monitoring and validating a letter. In practice, the paper signature is replaced by an electronic signature . The mail is digitized on arrival, in particular by the assistants, then it follows a validation scheme through digital bins. At the end of the journey, the mail is re-materialized for
sending. What were the main organizational difficulties in implementing this dematerialization project? 1. The lack of strong leadership The difficulties were manifold. At the start of the project, the announcement is political: “We must dematerialize, complete dematerialization.” However, the steering that followed the decision was not always as strong as it needed to be for the project to progress properly. The decision was made but the different parties were not moving in the same direction. Strong leadership is essential since clear objectives are needed to move forward. decisions were long to be taken. 2. The significant degree of change for agents The lack of porterage brought out the main difficulty: the significant degree of change. Indeed, the heart of the issue of dematerialization of mail is not a technical project, but an organizational project and change management . The deployment of a digital process in an administration raises the question of the multiplication of skills because the dematerialization of mail affects all agents. Initially, fears may exist on the part of certain agents such as assistants who are afraid of losing their function by switching from paper to digital. The reality is the
opposite. Their function evolves with more responsibility than in the paper world. To configure the electronic signature, you have to define actors. In this project, three types of actors were identified: assistant, writer and supervisor. However, no difference was made between those whose core business is writing notes and those who write them once a year. Indeed, when using specialized software, people forget after a few months how the tool works if they do not use it frequently. They therefore have the impression of wasting more time than before with paper.
